Union Budget 2021: Biotech & pharma sector look for finance minister’s healing touch

HYDERABAD: With the Covid-19 pandemic putting the spotlight firmly on the biotech and pharma sector, after years of being ignored by successive FMs the industry has its fingers crossed for key prescriptions in the upcoming Union Budget for boosting the health of the sector. K Anand Kumar, managing director, Indian Immunologicals Limited, pointed out that while the pandemic demands increased budgets for improving healthcare infrastructure at all levels, the sector expects some tax relaxations on R&D to ensure affordable vaccines and drugs for the masses.

The airplane carrying South Africa’s first COVID-19 vaccine doses landed at the OR Tambo international airport in Johannesburg on Monday, state broadcaster SABC reported, as the country prepares to roll out an immunisation campaign. President Cyril Ramaphosa and other top officials were at the airport to receive the one million doses, after some scientists publicly criticised the government for not securing shots sooner.

Budget 2021: Key public health schemes receive insufficient funds

New Delhi: While allocation towards health in the union budget 2021-22 focussed on mitigating the impact of covid-19 pandemic, major public health schemes received insufficient funds. Though the budget estimate 2021-22 for health and well-being is pegged at Rs.2,23,846 crore, translating an increase of 137%, the amount also includes budget for schemes from other ministries along with ministry of health and family welfare such as POSHAN Abhiyan under Women and Child Development ministry, Jal Jeevan Mission (Urban) under department of Water and Sanitation.

With covid infections crossing the 1-crore mark, and claiming nearly 1.54 lakh lives, the Government has allocated Rs 64,180 crore in the Union Budget presented Monday to upgrade public health care infrastructure under a new flagship PM AtmaNirbhar Swasth Bharat initiative over six years — and unveiled a new expenditure head called “health and well-being”. Spelling out medium and long term expenditure for the public health care system, which came under severe stress during the initial stages of the pandemic, Union Finance Minister Nirmala Sitharaman pegged the total expenditure for “health and well-being” at Rs 2,23,846 crore — an increase of 137 per cent — including Rs 35,000 crore for immunisation with Covid vaccines.
