Can the relatives/attendants ask for medical records of a patient who was earlier admitted in another hospital?

Yes. The relatives/attendants can ask the previous hospitals to give a copy of the records quoting MCI rules.   

The MCI Code of Ethics Regulations, 2002 states: 

MCI Act:  1.3.2. “If any request is made for medical records either by the patients/authorized attendant or legal authorities involved, the same may be duly acknowledged and documents shall be issued within the period of 72 hours.”
