No, a doctor cannot be held liable for a false certificate which has not been issued by him. In a case decided by Delhi Medical Council DMC/DC/F-14/2/492/2008 dated 02.12.2008, the Council observed– “Dr. O.P. S in his written statement stated that the medical certificate dated 15.1.2008 and 4.2.2008 were not authentic and were fake certificates with forged signatures with fake stamp / seal with fake medical registration number and were not issued by him.”

The complaint was disposed of with no action against the doctor.
