Can a patient complain about the doctor making him wait for a consultation?

Yes, doctors should be punctual so that patients do not have to wait for long to see their doctor. 

Section 3.3 of the Indian Medical Council (Professional conduct, Etiquette and Ethics) Regulations, 2002, talks about punctuality in consultation: “Utmost punctuality should be observed by a physician in making themselves available for consultations.”
