COVID warrior booked for insulting doctor's modesty in Haryana

In Haryana, Hisar Police have registered a case against Ramesh Poonia, a biologist and a COVID warrior, for apparently insulting the modesty of a woman doctor of a private hospital at Hisar.

As per the sources, Dr Ritu Khurana was tested positive on 1st September 2020. Her husband Dr Karnjitran a private hospital and he did not close the hospital and also had refused to give his sample for testing.

However, on 10th September 2020 he himself gave a sample along with his father in the office of a BJP leader. On 12th September 2020 both of them were tested positive. When the health team went to their hospital, they did not allow the team to enter the hospital with the help of their security guards and continued accepting patients in the OPD. Later, the health department with the help of police closed the hospital and stated it as a containment zone.

According to the sources, the doctor had threatened the duty magistrate of the containment zone and also tore the poster of his home isolation and went to the gym while being COVID-19 positive. When tested again, he was COVID-19 positive again.

On 15th December 2020 Dr Karnajit and Dr Ritu Khurana were presented before the inquiry committee that was constituted by civil surgeon Dr Ratna Bharti. It comprised of deputy civil surgeon Dr Jaya Goel, Dr Uma Aggarwal and Dr Subhash Khatreja. He threatened Poonia in front of all the committee members. The inquiry committee submitted its report to the civil surgeon stating this incident.

Ashok Kumar, Deputy superintendent of police submitted his report after investigation on 13th January 2021 and suggested to register a case against the doctor couple under the sections 188 (disobedience to order accordingly propagated by public servant), 269 (negligent act possible to spread infection of disease dangerous to life), 270 (malignant act mostly to spread infection of disease dangerous to life) of Indian Penal Code and Section 54 of Disaster Management Act.

The Urban Estate police has registered a case on the complaint of Poonia on 5th February 2021 after the recommendation of the DSP. Also, the city police station has registered a case against Pooniaby Dr Ritu Khurana under related sections of the IPC.
