Is failure to give medical records to the complainant in time liable for punishment?

Quite often the allegations are that the case records were not provided timely to the complainant. The DMC and MCI have issued warnings each time there has been a violation of this clause.

MCI 1.3.2: If any request is made for medical records either by the patients / authorised attendant or legal authorities involved, the same may be duly acknowledged and documents shall be issued within the period of 72 hours.
