ESIC doctors booked for demanding bribe from medicine supplier

New Delhi: The CBI booked two doctors for allegedly demanding Rs 1 crore bribe from a medicine supplier for getting him listed as an agent of a distinguished pharmaceutical manufacturer under central rate contract (CRC). Vikas Gupta and Kajal Goldar, medical officers of ESI Corporation, posted at its hospitals in Tirunelveli and Kolhapur respectively, have been charged for alleged criminal conspiracy, cheating and under provisions of the Prevention of Corruption Act.

A complaint from a Delhi-based medicine supplier, Basant Goel, prompted a vigilance probe against the two by the ESIC. The action was then initiated on a complaint from the ESIC.

During 2016-17, Gupta, then posted as medical officer, and Goldar as Director (medical), Delhi, had allegedly prompted the supplier to pay Rs 1 crore as bribe for allotting a contract in CRC of ESIC for supply of medicines and dressings by engaging him as an agent of a reputed manufacturer.

The supplier allegedly paid Rs 1 crore to Gupta - Rs 38 lakh in his account, Rs 10 lakh in his wifes account and Rs 52 lakh in cash on various dates to be given to Goldar.

The ESIC conducted a vigilance inquiry on Goel’s complaint which confirmed payment of Rs 48 lakh to Vikas Gupta and his wife Geeta Gera, stated the complaint from ESIC.

It has been confirmed that Kajal Goldar and Vikas Gupta had official dealings with Goel Medicos and Basant Goel, an empanelled chemist for supplying day-to-day medicines and drugs and dressings to several hospitals and dispensaries in Delhi and NCR. The chemist was allocated and was supplying medicines to VK Nagar dispensary, of which Vikas Gupta was the IMO. Basant Goel had business interest and dealings as well as acquaintance with both the officers.
