In spite ofpromises from both Prime Ministers last year, the resident doctors from Nepal get no stipend, whereas their Indian counterparts do get stipend. The institutes of national importance such as AIIMS, JIPMER, and the PGIMER have unequal pay rules.

The PGI in the city has almost 61 of these discriminated-against doctors from Nepal and Bhutan. DrSagarPoudel, junior resident in the department of community medicine at the All-India Institute of Medical Sciences, New Delhi, said: that he had requested Nepals foreign minister to raise the issue at the joint commission meeting with the Indian foreign ministry coming up in this month. Foreign doctors work for more than 12 hours just like any other resident physician at the PGI, and still they don’t get any stipend.

Therewas an agreement done last year to pay all the junior resident doctors Rs 80,000 a month and the senior residents Rs lakh a month. This is the real salary of a resident doctorof the Post Graduate Institute of Medical Education and Research. DrBipin Kumar Yadav, junior resident in the PGI department of internal medicine, said that in Nepal, their government pays stipend to the Indian doctors on a par with Nepalese resident physicians. But in India, the Nepalese doctors are treated unequally and get no money.

In 2013, the doctors from Nepal had already taken AIIMS to court forconsidering them unequally in terms of salary. When the PMs of the two countries met last year, Indian health ministry issued a circular for payment of stipend to foreign medical students at AIIMS, PGI, and JIPMER.

Prime Minister Narendra Modi had already given these institutes specific instruction for carrying out the process by June 19, 2018. Different bodies of the institute had accepted the proposal to release stipend to foreign doctors too.
