Can a doctor use touts to procure patients?

Section 7 of the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002 deals with misconduct. Clause 7.19 in this section states:

“A Physician shall not use touts or agents for procuring patients.”
