Doctor couple charged for faking attendance certificates, signatures of then sitting judges

A doctor couple from Kaithal, Haryana, has been charged for allegedly submitting fabricated attendance certificates by faking signatures of the then sitting judges in Kaithal district in 2003.

Dr Neelam Kakkar and her husband Dr BB Kakkar, the accused, currently work as consultants at a government hospital in Kaithal after retirement in 2017 and 2021, respectively.

An FIR has been registered at the Civil Lines police station and the court has ordered a thorough investigation in the case. Two police officers, posted in the Economic Cell of the Kaithal police, have also been booked for not taking appropriate action against the doctor couple when a complaint was lodged in December, 2020.

According to the FIR, complainant Jaipal alleged that the doctors were posted as medical officers at the civil hospital and during their service in the year 2003, they forged attendance certificates by faking signatures of four of the then sitting judges. Jaipal complained that they even claimed travel allowances from the health department.

The complainant also alleged that the doctor couple got transferred to Punaha in 2003, but in order to avoid joining duty there, they stated that they have to move court for regular hearings in different cases in Kaithal.

Jaipal stated that he had filed an RTI application last year in the office of director general of health, Panchkula pertaining to some records of attendance. Four judicial officers had reportedly disclosed that some attendance certificates did not appear to be genuine.

The complainant then registered a complaint with SHO Civil Lines police station and the office of the superintendent of police in December last year for taking legal action and registering an FIR.

The complaint was forwarded by the Kaithal SP to the Economic Cell, Kaithal for appropriate action and an investigation was carried out by sub-inspector Mohinder Singh and Devender Kumar Sharma, in-charge of the Economic Cell.

However, Jaipal alleged that the cops settled the matter without hearing the complainant and the judicial officers.

An FIR has now been lodged under Sections 409, 420, 467, 468, 471, 166-A and 120-B of the Indian Penal Code (IPC) against the doctors and the officials. 

Dr BB Kakkar; however, has stated that the allegations are false, saying that the matter had already been investigated several times and there is no evidence to prove the allegations.

The doctor claimed that he had a copy of the recent investigation in the case conducted by DSP Vivek Chaudhary which states that no criminal offence had been found in the investigation.

Additionally, in the investigation report, in-charge Economic Cell, Devender Kumar Sharma, had mentioned that during probe, there was no evidence to prove the claims of false TA bills besides no record related to the allegations.
