The WHO stated that distribution of booster doses was a scandal and must be stopped. In August WHO director-general Tedros Adhanom Ghebreyesus said that it was insensitive to administer boosters to healthy adults or to vaccinate kids, when many of the health workers, older people and other high risk groups worldwide were still waiting for their first dose. He further said that countries with highest vaccination coverage were stockpiling more vaccines, whereas low-income countries were still struggling to acquire the first dose for their population.

In India, the government is currently prioritizing the coverage of first and second doses. But few states and health experts are in favor of providing booster doses, mainly for health workers and elderly.

The WHO further stated that still 40% population of more than 100 countries have not received their first dose and an additional 550 million doses were needed to vaccinate at least 40% of the population of every country by this year end. Unequal distribution of jabs would be risky for all, as movement restrictions have been lifted and travelling has started throughout the world.
