Union Minister for Health, Chemical, and Fertilizer, Dr. Mansukh Mandaviya met with a delegation of Bhopal gas victims to apprise them of their grievance about poor medical rehabilitation. The delegation submitted a Memorandum with five crucial demands, urging the ministry to take immediate action.

The five demands included appropriate compensation to the survivors, clean-up of toxic waste, medical care of gas victims, research on the impact of MIC leakage on the environment, curbing corruption vis-à-vis utilization of funds for recovery and rehabilitation of gas victims, and rectifying the mismanagement of BMHRC. The delegation sought the minister to invite the United Nations Environmental Programme to undertake a comprehensive scientific assessment of the chemical contaminants. Thus, an appropriate cost of clean-up and remediation can be sought out from Union Carbide & its owner Dow Chemical, the USA under the principle of "Polluter Pays".

The representatives also added that the BMHRC has failed to provide proper treatment to gas victims due to administrative mismanagement for the last 12 years. The BMHRC has closed down key departments such as nephrology, neurology, oncology, etc. demanding a merger of the facility with AIIMS, Bhopal. A delegation also added that the National Institute for Research in Environmental Health set up in Bhopal to study the damage caused by the tragedy has not done any work for the welfare of the gas victims. They also stated that the 2018 report showed that the birth defect in children born to exposed parents is 7 times higher than normal parents, but a representative briefed that the report was never published.
