ICMR after formulating guidelines for stem cell research and therapy last year, has now initiated a process to lay down norms for cord blood banking. Companies offer the facility for a fee ranging from Rs 30,000-Rs 1.5 lakh claim it can be used to treat conditions ranging from thalassaemia to aggressive forms of cancer, even though there is not enough scientific evidence to prove that. Stem cell transplantation for treatment is limited to hereditary or genetic conditions, specifically blood disorders. But in that case umbilical cord blood cannot be used to save the donor since it will have the same genetic abnormalities.

Medical Finance

Under section 80DDB, there is a provision to claim medical benefits of up to Rs 1 lakh towards expenditure on illness. Rule 11DD of the income tax rules lists the eligible diseases for deduction under section 80DDB. The limit of Rs 1 lakh under section 80DDB limit is applicable from April 1, 2019.

 11DD. (1) For the purposes of section 80 DDB, the following shall be the eligible diseases or ailments:

Neurological Diseases where the disability level has been certified to be of 40% and above, —

(a)

 

Dementia;

(b)

 

Dystonia Musculorum Deformans;

(c)

 

Motor Neuron Disease;

(d)

 

Ataxia;

(e)

 

Chorea;

(f)

 

Hemiballismus;

(g)

 

Aphasia;

(h)

 

Parkinson’s Disease;

(ii)

 

Malignant Cancers;

(iii)

 

Full Blown Acquired Immuno-Deficiency Syndrome (AIDS);

(iv)

 

Chronic Renal failure;

Haematological disorders:

Thalassaemia.

 Apollo Munich and Max Bupa have rolled out products with features like cashless OPD claim settlement, setting off OPD benefit against future premium payments and so on. ICICI Lombard has tied up with health-tech portal Practo to settle cashless OPD claims under group policies.
